I think Wilmots was not even going to take him to France in the first place. He got some criticism and said this was his plan all along. But the truth is he's stubborn in holding onto Lukaku who has now scored one official goal (against Ireland) for Belgium since scoring against USA in 2014.

Benteke is no slouch either but his season was covered with injuries and he should've been left at home.
