Well, major europe leagues(except england, end of season- 31 August) has a 1 July – 31 August window.
"Free agents can be signed by a club at any time in the season, if they had been released by their previous club before the end of the transfer window."
It doesn't matter when the mercato officially starts. Teams want their most important additions in their squad earlier rather than later and set date won't stop them.

True, but two sides to this coin as if the selling club is selling a star player they may want to drag it out as long as possible to start a bidding war. Unless you are dealing with a club like Real/ManU/Chelsea, etc that can offer a huge amount over the value and just seal it right away, most clubs are going to try and milk it when it comes to a star player. You are right its best to get the core of the team together as soon as possible to gel but when it comes to a WC player, chances are they would walk right into the team and settle in most cases.
I'd say a proper LW (a versatible and creative one, actually, to don't get us stuck in a shitty 4-4-2 forever) would be much better than just hurry up for the RB/SS position. We need to get a RB asap, but for the leftwing and the forward line, we really need to get quality. Not cheap quality like Bastos or Vucinic.
Bastos is a good player and his arrival means that we will not see Pepe on our starting eleven. That's fine for me, I couldn't bare seeing Pepe starting for us again...
