Roma’s bid to land Philippe Mexes has hit problems after the French FA blocked his transfer.

The Auxerre stopper has agreed a four-year deal with the capital outfit but the two clubs have yet to agree a fee.

The Giallorossi have offered £3m but Auxerre want almost double that amount as he is still under contract until 2006.

FIFA were asked to intervene in the matter but they passed the dispute over the fee to the French Football Association.

They’ve ruled in favour of Auxerre, which will now force the Italian side to appeal to FIFA in a bid to resolve the situation.

"This is no surprise for us," said Roma sporting director Franco Baldini. "We will proceed as planned. Roma will approach FIFA as we have always done."

The capital outfit were hoping to have Mexes present at the start of pre-season training this week but that now looks unlikely.

A final judgement is expected to be made by FIFA on July 22, even if Roma remain confident they will net the 22-year-old.

Meanwhile, Baldini updated the media on the transfer status of Emerson, Francesco Totti and Antonio Cassano.

"It is convenient to sell Emerson because he has his mind and a contract elsewhere," he added.

"But we’ve not agreed anything with Juventus. We told them what we wanted but we are still waiting for their reply.

"Cassano to Real Madrid? The Spaniards need to take into account our plans and we certainly don’t want to sell Antonio.

"As for Totti, he’s told us that he wants to remain for the new season. That is a good starting point for us."
