Yeah, they do have an order of magnitude problem on that one. Apparently the infant mortality rate in Burkina Faso is one of the worst in Africa (largely due to AIDS). But even so, 2004 stats show that the mortality rate for children under 5 is 192/1000 live births:

Swag, that thing would imply they've an infant mortality (<3) rate of ~980 per thousand births, not 192 (<5). That's an order of magnitude off.
