Agree to an extent, although you can only pay so much for potential, because it is just that at this stage.

Unless you are talking a completely predestined player like a Neymar, Pato seven or Agüero, any top dollar signing is a big risk.

Thing is, after the South American U20 he should be worth even more. After this season, they could sell him for 15M.

So I don't really believe they're only gambling on 10M. I think if Juve doesn't offer this value they won't get the player.
