So my understanding is that Suarez already has italian nationality from his wife, but in order to be eligible for an Italian passport he needs to pass the B1 test. Given that he has already passed said test, surely getting a passport for a person who is already an italian national is a rather quick process? I know passports in some countries can be issued in less than 24-48 hours as long as you pay the appropriate fee to expedite it (usually 2-3x the normal processing fee, this is peanuts for a professional footballer or club). This deal could be back on again.

This whole thing is just a bad joke.. Announce Dzeko and screw Suarez who will probably be out of shape and not worth the trouble.
If he wants Juventus - He should already have his passport instead of just stalling things.
