There are 3 South American teams in that pot (pot 3) and those three teams can't play in the same group with Brazil and Argentina. In any case an African team was gonna play against Brazil and Argentina.
This way they only made sure that the first two drawn African teams will play in Brazil's and Argentinian group. But even if they didn't make it like that, an African team was gonna be drawn in BRA and ARG group.
