you can hear the rock concert if you are therem and usually the tour for that citiy last several hours for one night only. if you chose not go there and you don't live in the close proximity of the event, then there is no trouble, and even if you did it's usually only a few hours. now if the concert had speakers blazing the music through the country/city 24 seven then you would have a point.
