Yeah I definitely agree with ItalJuve too. Unfortunately, its tough to create an ItalJuve when you're in a weak generation and the players are dispersed throughout Serie A.
That being said, must haves would be:
-Verratti
-Donnarumma
-Romagnoli
-Bernardeschi
-Insigne
-Candreva

The new homegrownrule will improve to get better and more Italian players. There are a lot of talented players who need a chance to play in the first team, to improve their qualities. Instead of that they are loaning him out to Lega Pro/Serie B. Look at Bernardeschi, he wasn't definetly better than his teammates on that position, but they gave him confidence and look at how it worked out.
Sass is doing the same and you see what they reached. 6th spot in Serie A, and improving a lot of talents: Berardi, Zaza, Sansone, Politano, Pellegrini, Vrsaljko (not Italian) etc. Atalanta was also doing this for years.
