I think he can do it as many times he likes. But the first time he kills a civilian, he loses that priviledge and his role is revealed.

Word quickly spread around town that Ahmed, a fellow citizen,had been brutally murdered. A town militia formed to avenge his death. They went for M.G.'s blood but he managed to subdue their anger towards him. He pleaded his innocence and begged for their forgiveness. He instead pointed to the one man the majority suspected to be a gangster. After a tip off of the whereabouts of Salman, the butcher, they ran into his shop and sliced him into pieces. Salman was a Gangster!

Later that night​

The gangsters finally felt the pain of losing one of their own and they weren't going to take it lightly. A package was left in front of M.G.'s doorstep shortly after people successfully lynched a gangster. M.G., thinking it was a gift from one of the towns people joyfully proceeded to open the package. As he pulled the string and cracked open the box it exploded in his face. Poor M.G., the town Detective, met this unfortunate fate.
