Matter of time before he replaces Xavi in Barca.
Right now Rakitic is "Sevilla level" of player. Many times I said how if we buy him he should be a reserve for our CM or LW. Right now that's his level. Starter for teams in Spain, England, Italy or Germany that follow after the best teams (Sevilla, Schalke, Everton etc). Starters for those teams are normally bench players in the biggest teams and that's what Rakitic would have been at the start in Juve, although, considering the quality we have, he could have also started many matches.
But on our bench we don't have such players. We have players of much lower quality.
Poli on the other hand is almost as old as Rakitic (1 year younger) but he's a player who struggles to get a spot in a mid-table Italian team. Seeing quite a lot from both of them I have zero doubt who's the much better, experienced and more talented player.
If we keep Sissoko though, I won't mind if we didn't get Rakitic (yeah, I still rate Sissoko). But if we buy a player of Cigarini's or Poli's caliber instead of Rakitic and Sissoko, now that's where I have a problem.

Yet last year, a year younger, he played 30+ games for a team that made the CL. Down to the coach to pick players, nothing more. Silly selective argument. Who says Rakitic will start in Seville, they have several good midfielders?
