It's true though that De Rossi reached a way higher level when playing for Nazionale than Roma. I think it depends on the play as well, with Roma he is often placed as a regista, which he clearly isn't. In Italy he is playing alongside Pirlo and plays in a Vidal role.

The only reason I see Real getting him is marketing purposes and I highly doubt any team would be satisfied with that transfer, there's no chance in hell he's worth 30mln, let alone 50. There's nothing to analyze, he has been an average player for over 3 years now.
