That's PR and probably the main reason why I really dislike Milan more than I dislike the other clubs. I guess they did their homework and they know that these things work on neutrals and on their own fans, but it's really annoying for those who don't fall for it.
Just watch how they're doing it. Everything they do, even if it's a failure, is always presented as a success. In everything they look for something that will make Milan look the best. In the above case they're highlighting the fact that Milan did better than the other Italian teams in Europe, so they put some bombastic title like "Milan the best Italian team in Europe" and keep repeating that shit until something new comes along. After all, we all heard the "il club piu titolato al mondo" shit.
And they know no limits. If in one season Milan ends 5th and doesn't win anything, but by some chance they score more goals than anyone else in the league, they will literally spam everywhere how they are "the best attack in Italy" etc.

It's nothing more than PR that obviously works since they're using it for so long, but boy it's annoying.
