Only a handful of countries agreed to use them, while many banned them due to that lack of evidence and no knowledge of how much damage it could do. I heard lots of outrage in Bosnia over some cancer patients thinking it was the bombs that caused it.

If you haven't noticed, there are focus groups and lobbyists for just about any demographic or cause you can think of. Some have more influence than others. Oil lobbyists have more influence than other energy lobbyists and the pro-Israel lobby has more power than any other group in its company. As a president you have speak to many lobbying groups, oil, coal, labor unions, etc. I think people forget about that especially now when so much focus is on Israel.
My point here is that maybe it's not the people at fault but merely the process. Instead of concentrating on the players we should worry more about the game. Campaign finance reform anyone?
