I don't think so because with it you wouldn't have any problem connecting, but anyway, go to start menu, all programs, administrative tools and click on services. Then you find Windows Firewall/Internet Connection Sharing (ICS), click on stop, right click in WF/ICS and on general tab find startup type and on drop down list click on disabled, click on apply, and try your p2p apps.

No problem, but if that don't help you, best thing you can do is to call some friend of your to fix your pc, and of course watch what he's doing.
