a Way to make ur Hotmail storage 250 MB :

1-Sign-up in hotmail.com

2-go to "Option>>Personal>>My profile"

3-change ur info to this:

country / region : united states
state : new york
zep code : 10001

4-When u finish click "Update"

5-go to this site http://memberservices.passport.net/memberservice.srf

6-choose "close my .Net passport account"

7-choose "Contact Hotmail"

8-choose "Conitnue"

9-choose "Close my Account"

10-choose "confirmation to close account"

11-Click "Back" button in the Internet Explorer Toolbar

12-choose "Cancel"

13-choose "Activate My Account"

14-choose "I Accept"

15-choose "Click Here To Sign Up For Free Hotmail Account"

16-Choose "Continue" and then choose "Continue" again

Cong. Ur email storage is now 25MB , to make it 250MB send any email to anyone , thats it ( or u can wait )

Note:

If asked u , Re-sign up again

I take it the hotmail still didn't upgrade storage size for members from some other countries yet....

Most people I know had their accounts upgraded to 250mb automatically and long ago.

Sooner or later all hotmail accounts will be upgraded without this hastle...they are upgrading on the basis of country, each will have their turn
