The Answer to this is that Rossi scored 9 penalties this year.

And i fail to see how is Aguero inconsistent. He score respectively 25, 18, 21, 23 in the last four years in all competitions with ATM. How's that inconsistent ??,

I think it's clear from the data that Aguero is the better player but also much more inconsistent. It's interesting that number of appearances and number of goals is negatively correlated for Aguero. He stagnated a bit in seasons 2008/09 and 2009/10 after a good season in 2007/08 but made a comeback this season. Interestingly he never scored as much as Rossi has this year. Rossi is the more consistent player.

How exactly is Rossi more consistent?

Penalties count, but you should always note how many of a player's goals are penalties.

Rossi scored a bunch of penalties last season, as did Vidal.

Now even if Juve get quite a few penalties next season, both of them aren't going to be able to take them all.

It's worth keeping in mind, because people will line up to say a player has flopped because he scored 8-10 less goals for Juve than he did for his previous team when he may have played just as well as he did for his previous team, but Juve didn't make him penalty taker.
