Yes and No. The weaker competition shouldn't diminish our accomplishments, but having a strong Milan and Inter would have made the league far tougher and more interesting, and subsequently more appealing to "star" or "top" players.
However, he does deserve credit and praise for acquiring the players he did (but let's be fair, in the sense that both Pogba and Pirlo were on a free) but with the exception of Vidal, he didn't acquire any exceptional players outside of Serie A.
