In my mind i'm not so sure, he's not been at the level he was at in 2006 consistently, where he was unbeatable, since it seems he's been in a steady decline.
Having said that, 2 of his challengers Casillas and Cech are hardly worthy.
Right now i'd say Ceasar is most probably the best, but Lloris has been exceptional alsomst every time I've watched him, I wouldn't put it beyond him to go on to be the best keeper in the world at some point.

Yes, he's the best GK ATM and if it wasn't for the fact that he's playing to a shitty NT and an ill Juve he would have had the recognition he deserves which is more than he's currently having.

I agree to an extent in the mind of him having more recognition as he's totally slipped of the radar, nobody abroad talks about him anymore. However how do you quantify that would make him the best keeper in the world? It's purely hypothetical, and for that reason i'd say Ceasar is the best.

No way man, Just think of it for a minute. Ceasar was always an average GK if its not for the last 2-3 seasons where he suddenly improved. I recall the idiotic goals he used to concede and that doggy look on his face. But suddenly, after Merda improved on every single aspect of the game especially in the defensive department he suddenly started to deliver to some extent great saves but that doesn't deny the fact that he's not a leader of his defense as Buffon is. And what helps his even more is playing for a NT in the weight of Brazil where you certainly have much better players than the Italian ones and with the balance Dunga found in the team he delivered there too. But it wasn't so long ago that Ceasar had a dip in form and some blames were starting to pour on him and he admitted that.

As for the quantifying part, you just have to pay a visit to the official site of fifa that deals with numbers and quantifying where they placed Buffon as the best GK in the last 25 years or so since this system begun(ahead of Schmickel).I'll give you the link soon.

Oh, and I think it was last week that a member here posted some Casillas words of praise about Buffon and why he's the best GK in the world, Im gonna search those and post them for you to see how much we're lucky to have a legend from this caliber at our team yet some are ready to sacrifice him for the sake of another fucked up deal by Sucko.

I did say Casillas wasn't a worthy challenger.
As for the quatifying part, I'm not on about castrol rankings or whatever, I just don't know how you calculate Gigi to be the worlds best keeper on a hypothetical situation.
And as for over a period of time yes Gigi has been the best, but is he the best right now. I didn't hear people say that about Schmicheal when he was playing his days out at city.
