They are allowed to leave Brazil for as long as they've had their passports. They can't start in Serie A though until they become 18, whether they were European, Italian or whatever.

You sure about that, cause from what i remember Cassano was 17 when he first started with Bari in serie A. Bojinov too was 16 or 17 when he first played with Lecce in serie A.

Perhaps thats just a rule on non-E.U players but it doesn't apply for Italians or Europeans.

I think so. Under 18s are forbidden from signing professional contracts and subsequently feature in professional devisions' football. All this regardless of the nationality.
