Assuming that companies reinvest majority of growth into players keeping profit margins the same and not lining their pockets, that implies similar growth in transfer fees.
This would imply a transfer fee of ~26.06 as of 2012 using revenue growth, and 15.67 using transfer fee growth.

In 2012 Thiago Silva went for 41, Hazard went for 40, Guarin for 11, which converted to 2017 transfer figures using revenue growth: Silva 71MM, Guarin 19MM, Hazard 69MM and using transfer fee growth: Guarin 26.52MM, Silva 98.85MM, Hazard 96.44MM....
I think 45 isn't that bad in this context.
