A lower-midtable EPL team like Norwich will be able/willing to pay him more than anyone who he could join in Italy would, though.

No-one in Italy may be able to afford that salary true. That also has to do with the fact that any team that would represent a sideways step, financially at least eg. Milan, Inter have other targets, and Fiorentina just signed Gomez. Roma are looking elsewhere now, especially if Osvaldo doesn't leave. But 2m in England, is what Giachh is going to be earning at Sunderland. So most teams in the Epl or Bundesliga, or even Spain would pay him that fee.
