Not fake at all in this case. Apart from at least 5 serious medias saying the same thing, Fabinho has an agreement with his club that he can leave this summer, and can seek contract deals directly with other clubs.

PSG didn't break any rules here, and it's not the only club that talked directly with Fabinho.

The funny thing here is that Vadim Vasilyev said, and said again they won't sell any players to PSG, meaning that while PSG was free to discuss with Fabinho they had 0 chance to get him anyways.
