Mata has had a good season, impressive since its his debut season and he's playing in a club thats in transition right now, but still there are quite a few players who imo have had better seasons than him. I'd say Robin Van Persie, Silva, Valencia and Rooney have all had better seasons.

He's only had one or two assists since then as well. So while they may be good supportive performances, they're not the kind that get POY love.
