I think it literally means "Little Black". The controversy is whether it should be deemed as racist speech. I'm guessing that since it was used as a reply to insults, the FA suggested that the intent was to insult and so therefore it is racist speech.

The full report should be out by Friday. It should give some insight into the FA's position.
The closest approximation for an equivalent vs. a white would be 'white boy', I suppose.

Do they use that term in England though, I wonder?

John Terry better get 8 matches at the least.
Hopefully he gets 15. 8 games is extremely harsh for Suarez, but a racist term in that context deserves a ban. You can't be found guilty of making a racist comment to someone and then get a fine, the FA look at the wider social picture, which is why you get things like Rooney getting in trouble for saying 'fuck off' right down the camera.

By the way, Terry's comes under the Crown Prosecution Service, so he could end up with a criminal charge but a lesser match ban. The FA are unlikely to charge him twice.
