I think so too, but it will have to be a really high offer.
From what I understand, Wolfsburg are in financially very healthy position. Only a year ago they won the Bundesliga and their intentions are to be a top team, at least in domestic level, instead of being one season wonders. Selling Dzeko will be the end of whichever dream it is that they have.
They don't play in Europe next year so improving last year's team will give them a shot for the Bundesliga because they already had a pretty solid team (that wasn't good enough for 2 strong competitions).
They are surely aware that they can't keep Dzeko for too long and sooner or later they will have to sell him. But they won't sell him until he helps them in their project or until an incredibly high offer comes. 30m eur is a lot of money indeed, but it won't seriously help Wolfsburg at this moment.

Dzeko door opens for Juve
Juventus' move for Wolfsburg striker Edin Dzeko could be back on after all - thanks to Jose Mourinho.
The Bianconeri had initially baulked at the €30m price-tag put on the Bosnian's head by his German club, but a new development may now allow them to talk out a deal.
Over in Madrid, Mourinho is on the hunt for a new striker after agreeing in principle to allow iconic Real striker Raul to leave the club for Schalke.
According to Spanish daily Marca there are three names in the frame to fill the Spanish legend's boots - Bayern Munich's Mario Gomez, Werder Bremen's Hugo Almeida and Juventus striker Amauri.
Although recently bestowed Italian citizenship - and more importantly with two years left on his Old Lady contract - Amauri may be sacrificed by Beppe Marotta in order to raise funds for the capture of Dzeko.

You're right. They don't really need to sell Dzeko. But if they wanted to build a stronger team, they'll need to improve other areas of the team. Selling Dzeko will allow them to do this. I wouldn't blame them if they even wanted 40m for him. I know it is a lot of money to spend on a forward and we ourselves could use that sort of money on other areas, but with Dzeko, you know you're doing the right move. Like many people said before me, a striker like Dzeko comes once in a while only and it can't get any easier signing him now considering only Juve and City are after him.
Dzeko only wants Milan. Wolfsburg are not in need of money right now (as pointed out by Alen) so they will not rush to sell him. He was foolish in extending his contract so there is no pressure on them to sell, it will take an outrageous offer for them to sell.
Some agent I was on the phone with yesterday told me Milan asked for his price and they said he wont be sold for less than 50 million... last summer it was 40 so you see how it is going.
