Arsenal and Shitty have different objectives. Shitty don't need the money, and Dzeko is not RvP. Arsenal arent defending the premiership, Shitty are, and therefore would not bother strengthening any of the top four teams in the league, who are also the only ones capable of paying the 'money'.

Let's not kid ourselves - if we offer to buy Dzeko for 25m and won
't budge (because Marotta is a master negotiator!), and an EPL team offers 30m+, and offers him better wages, there's no way in the world he'd come here. It's not like he's got some emotional attachment to Turin.

He might, because it'll all come down to the selling club. IMO shitty will accept a proposal that's a few million less for him to switch leagues.
