Look at the success of the German NT in recent years they flourished having played together at u21 level in these tournaments rather than give them half a game in a pointless friendly match making the transition to the senior side much smoother with tournament and cup experience under their belt already.
Chemistry helps. Conte has mixed so many new & old players in the national team I think he is starting to realize that letting the youngsters gel together over time will benefit the NT.
