No it doesn't. In many cases the family of the murdered are so poor to pay the money blood to the family of the murderer and they're forced to pardon the guy. You kill a poor guy, his family are not capable to pay the money-blood of you, they pardon you; No imprisonment, no penalty, nothing. Welcome back to the normal life.
I'm taking the full risk saying this....... but the first thing that crossed my mind while reading this post of yours was a joke about an Iranian politician who says in front of his audience that he knows how to reduce the poverty in the country if they elect him.
