The downgrade of cristiano in comparison to his previous seasons is a combination of a lot of factors, no just allegri or what not.

The main ones, IMO, being 3 possibilities.

The first one, and main one, is that we do not play to his strengths, being specific, we do not play good football. Our play is practically random in attack. Thats mainly on allegri because he is the one who set our tactics and the one who chooses the players. Talking about players, our midfield is okaish, but is limited in the attacking department. That also doesnt help.

2nd one, is serie A and their so dreaded defenses. But to be precise, the way teams play in serie A. In spain, most average teams went gung ho to play their game against cr7s real madrid and obviously got manhandled most of the time. Like italians, they are loyal to their football philosophy, so they try to play their game, but real madrid is king at playing attacking football, so it is obvious that ronaldo would abuse most of those teams. In italy, most teams play to try to nulify the rival tactics intead of playing their game, so they basically play in their field, closing as much space as they can, scoring being not the primary objective. This season is even worst because omost of them adjust their tactics to shut down ronaldo obvs. This in combination with our lack of attacking gameplay, makes it difficult for cr7 to score like he used to.

The 3rd reason, could be that he has lost some of his scoring edge because of age and starting to go downhill. Not much but just a little. We have seen him fail scoring chances that he is not used to fail.

When you combine this 3 things, IMO we ger what we are seeing.

Basically all he said is wrong and can't be backed by stats whatsoever. We play attacking football, we create tons of chances, and CR7 is well on track, despite missing alot of chances. He could easily be on 20 goals by now.
