siamo noi means its us so it could really be used by anyone. The last two years though it has been mostly used tu juve because i campioni d'italia siamo noi (the italian champions are us)

Actually maybe there are too many Gala fans because they already had bought a ticket to the original match in Istanbul, so they went to Dortmund to support the club there
