Definitely, the technology is so new though that it takes a couple more seasons until they learn to implement it properly. They need to set even more specific rules on when to use it and what time limit they have to use it among other things. It's good that the football higher-ups have had the balls to renovate the game, as there still are several things like time wasting to consider in rule making.
