I just see death penalty as an old way of thinking. Getting your hand cut for stealing is just so last century. If you're caught stealing then you go to jail. Of course it would be way cheaper for governments to use the death penalty because that way they wouldnt spend money getting jails and stuff but those prisoneers can be useful for the country, like fourty years ago there was a dictator here that made all the prisoneers build a highway.
Capital Punishment is not made for revenge. it is made for the purpose of deturing murder. (Murder PREVENTION).
Anyone who thinks of Murder would think twice about killing someone.
Also, in some very poor neighborhoods, it wouldn't be too bad to kill someone. the hood is already f'ed up. going to jail wont be much different. in fact, in jail, you're garanteed a hot meal. (ok, maybe not hot! but still a meal )
It costs the government a few thousand dollars just to take care of one prisoner!!
I say, keep the Death penalty, but make sure that no innocent people are convicted (in other words, improve the judicial system and put a lot of pre-conditions and rules before someone can be considered for death row)

in fact, they do lower crime rates... check your sources.
I lived in Saudi Arabia and they have one of the lowest murder and rape rates in the world. we do implement capital punishment.
People who steel so much would get their arms cut off in Saudi Arabia too. but only if it's above a certain predefined value....
but keep in mind that it's not on the spot. there are trials and there must be many witnesses or a confession from the murdered (as long as he's an adult and he's sane).
