As for the league matches, the system of arbitration can be defined as descriptions of mixed type, combining moments of discretion that is, to a later stage of the draw, and so is taking place:
- the league is broken down by bands, also called "girds", each composed of a variable number of matches not less than three, which have characteristics similar to the effect that by the same degree of technical difficulty of conducting the arbitration;
-the valuation of matches which include in each band, and then the valuation of matches which have the same particularities of the difficulty of conducting arbitration is made by the discretion designators BERGAMO and PAIRETTO (on the basis of some parameters, however, not in regulation but commonly accepted): so for example in the range of major technical difficulties (the band A) is usually included matches of clubs competing for the top of the list (and as such, shall we say only for this reason, considered to be particularly sensitive) but may also be included other matches to be considered from time to time, particularly difficult (for example: matches between teams fighting for relegation or derby between teams of same town);
- each band or “grid” of matches, so formed for each day of the championship, is also a grid of arbitrators numerically identical (example: if the A band consists of 5 games will be formed a grid of 5 referees to match the fascia ), which is prepared by designators BERGAMO and PAIRETTO;
-the decision of referees which include the individual grids is taken from the designators discretionary assessments, ie designators to determine from time to time as referees, for example, type A in the grid which is considered the most technical difficulty in conducting the arbitration. This evidently on the assumption that it is referees ensuring professionalism adjusted to the level of technical difficulty of the various bands: it should be remembered also as every year is a kind of prepared list of arbitrators, also drafted on the basis of reports that are made observers sent to each lot and where valuations are expressed the work of the referees;
- grids of matches and the arbitrators are formed by the two nominated on Thursday (after preparatory work in two days earlier) and on Friday it is the combination of the single arbitrator for a single match. The draw takes place in the presence not only of designators and components of the secretariat designated […], but also at the presence of a notary (notaries in reality are two, one present when the draw takes place in Rome and the other when the draw takes place at Coverciano) and a journalist (which is never the same, but from time to time be appointed by the sports journalists). In an urn are placed the balls with inside the indication of matches and in another urn with balls inside the names of individual arbitrators, and then proceeding to matching - for separate bands \ grids match\ arbitrators-the extraction of a match and the corresponding removal of an arbitrator. As you can see, the referees were drawn and linesmen were chosen by discretion of designators and vice-designator. It was impossible to choose a complacent referee, but it was possible to choose the linesman.
