Not rly ,in the 4th season after he sees that the ricin cigarette is missing his first thoughts were Walt an Saul took it.So he wanted to kill Walt believing he poisoned Brock, but Walt as a great manipulator and Jesse a person easy to manipulate with Walt made him believe that Gus poisoned Brock.

The dope steal was just a final trigger to all this.
