Im not entirely sure because I thought that they’d just decide wether to open the case or not today, but now we’re facing a penalty out of the blue.

Opening/reopening might just be some formal words, the investigation should be already finished if punishments are the options. Cant punish without a good investigation or they have some time machine and we’re back in 2006
