Pretty much any decent image-viewer has a built-in image editor. I use ACDSee 7 and it does the trick nicely.

You can do that with Photoshop.

It's not worth opening Photoshop for just an avatar. Takes longer for it to start than do the work.

Search for Free Gif Animator , Creator or something, it will do the trick , or you can try Adobe Image Ready but it's too complicated for my liking.

image ready is not that bad but Flash on the hand jeez but once you get the hang of it its quite fun

It's not 100x100 because it's better when proportions are constrained.
