What part exactly do you want as an avatar? Part of his head is missing, so if you crop the image it will look silly.

Don't know any way of quickly cropping an image with MS Paint btw.

To resize
image>stretch and skew
set the percentages to whatever (use the calculator if you're not so hot at maths).
Alternatively to crop
image:>attributes
Set the image size to whatever.
Alternatively just drag the edges of the image (you may need to rotate it image>rotate)
MS Paint doesn't do much, but it does it fast and well.
