    He does.

Along with being an owner of Sibneft, a network of alluminum factories and a $20 billion development/real estate monster he is also a Governor of Chukotka- Russian far East province (and a member of the Russian Upper House of the Parliament.

Couple of years ago he gave a "premium" to all the residents of Chukotka- an equivalent of $500 or so.

I am not a top executive, but I was a part of the Integrated Project Management Team for a $4 billion multination oil pipeline project with BP.

So I was in the London office often.
