His surname is Park, so according to Western convention it should be Ji-Sung Park. However, in many Eastern countries, such as South Korea, one states the surname before the given-name. So that's why both orders are used.
That's very unlikely, since Western pop & rock music isn't that popular in Eastern Asian countries (they rather try to emulate Western pop ballads in self-made compositions, which usually gives a very poor and cheesy result). Also Parklife is a relatively unknown song in the repertoire of Blur, compared to their bigger successes like Song 2 and Tender (and even one of those songs are highly unlikely to be Park's favorite).
