Mostly, but not completely. Generally, Bundesliga is an over-looked league when searching for talents. There's much more than Bayern and Borussia. Clubs like Hamburger, Mochengladbach, Bayer and Schalke always seem to get decent players for great prices. Let's take a look at Borussia...
