Not sure why you think this link deserves a dedicated thread. The reason why the WC 2006 forum isn't open for the creation of new threads is over concern for too many one-or-two-post threads.
I checked out this download, and this is an Excel spreadsheet that's little different from the BBC predictor tool (among others) that have been posted and cited by other users here for a while:
