Whats is the best solution if you want to make quality espresso shots at home, without investing in a coffee machine?
That question is almost like "what's the best solution for driving the speed limit on the motorway without an engine?"
If you want to be dirt cheap, you can always do like the Italians and get a stove top Moka pot (Bialetti, etc.). $25 tops. But it technically doesn't make espresso, as it doesn't qualify because it won't generate the 7-9 bars of pressure required.
Until you get to the $700 and up price range, there's honestly not a lot I would recommend... other than to save your money with the Bialetti until you can afford something better. And drink at local cafes you like in the meantime.
If you want an option to go ghetto in-between that price range, there are some hacks: used equipment, manual grinders (you will absolutely need a burr grinder if you're using whole beans), or even, God forbid, a Nespresso if you like that sort of thing (consistently mediocre, but not necessarily your "quality" word, IMO).
