Yes, but that's a silly argument because you can define harm so widely that nothing escapes it. See, if we just let the violent person keep doing what he's doing then sooner or later someone will harm him or kill him (not the state, just a private person), so that alternative also harms him. Thus we've arrived at a cross roads where all possible choices equal harm.

You have the right to feel silly now. :D
