Same reason Dybala isn't playing for Argentina and Willian started over D. Costa for Brazil.. A coach preference..
Current Portuguese RB, Cedric Soares, is a more defensive type of player. Portugal don't lack creative players in midfield or attack, and so their fullbacks tend to be less forward pushing. They didn't bring Nelson Semedo either.

This question has been asked before - The real answer is Portugal have more than 1 or 2 high profile RB so some had to sit at home.. Is it the right decision?! Maybe and maybe not...
The only things I know are:

2. We are getting Cancelo (unless something unexpected happens..)

Not going to happen Real already agreed a deal for 50M+C.Ronaldo&Modric (they are giving us both to clear some wages for Sturaro)...

In another piece of news - Verratti might not renew afterall as FI now says Verratti and PSG want separation
Honestly I`d avoid signing him unless Pjanic wants out - Verratti is better but
1. Verratti gets injured quite a lot
2. In terms of assists Pjanic is a guarantee while Verratti usually organizes more than assist - It might seem meaningless but it isnt to me...
3. Verratti might defend better, actually much better but he loses his head from time to time (like against Real Madrid)
If we sell Pjanic I say he is a good option
as for SMS - We should sign him regardless of the situation with Pjanic as we need to strengthen our midfield
