Predictable outcome. Milan played it well to involve Pirlo, as pathetic as it was. The league officials on the other hand showed huge weaknesses and fear of the Milan media reaction. They should have simply followed the rules.
Going by what FIGC just did, players will have the needed precedent to do what Muntari did and remain unpunished.
I blame Licht a little too. He probably saw that Juve are starting a counter and wanted to get involved in the action. That's why he immediately stood up after those punches. If he remained on the ground Muntari would have gotten himself a nice 3 match ban. Then again, in order to protect themselves from the anger of the Milan fans, FIGC might have given a 1 match ban to Pirlo too and set another dangerous precedent.
It's the League that played this the worst. Milan fans would have moaned for some time but the law would have been on FIGC's side and no precedents would have been set.
