Seven people were injured in the shelling of the Russian village of Klimovo
The Klimovsk Central District Hospital reported that as a result of the shelling of the village of Klimovo in the Bryansk region, bordering Ukraine, seven people were injured, including a pregnant woman and a child.

Nothing is confiscated, journalists are imbeciles who mix up terms like frozen, seized and confiscated all the time. In reality everything is frozen until either the sanctions are lifted and the funds freed or EU / individual countries develop further sanctions that include confiscation.

At this point the only way anything from the eu sanctions can be confiscated is if the oligarchs try to evade the sanctions, thus making the funds illicit and giving lea a chance to seize and confiscate. But even then it depends on the specific aml regulations of the countries.

Legal basis? Easy: proceeds of crime. Putin, and thus all his associates will be deemed criminals.

WASHINGTON -- The United Kingdom on Thursday announced that it had frozen assets belonging to two Russian oligarchs worth up to 10 billion pounds, or $13 billion.
The move against Eugene Tenenbaum and David Davidovich, two close associates of the better known Russian billionaire Roman Abramovich, represent the largest asset freeze action in British history, according to a government spokesperson.
Thursday’s asset freeze comes one day after authorities on the offshore tax haven of Jersey froze assets valued at more than $7 billion that are suspected of being connected to Abramovich.

Some have put forth ideas like using the frozen reserves of Russia or even all frozen assets to rebuild Ukraine. I like the idea (definitely for the funds of Russia itself), but its definitely not as easy as you make it sound. EU has 27 countries, its not as easy as in Azerbaijan where its the will of one man.

I didn't say it's easy, I just meant I don't see any legal basis to return them.
