It's about "Neutrality", but guaranteed national territory protection by third party(countries), which probably means NATO.
It's like "we ramain neutral,no NATO membership, no NATO bases, de militarization and whatnot, but if you attack us again, you recognize our right to seek NATO help and their(NATO) right for intervention in defending us".

btw i'm against censorship and i'd love to read the russian propaganda for fun. also, censorship plays on the hand of the russians as they can say that western leftist media wants to keep the truth away from their citizens. you need to fight propaganda with proper education, not with censorship. no wonder that every single movement based on misinformation, be it quanon, flat earthers, populists in any country or russian propaganda is popular among the less educated people.

the constitution guarantees freedom of speech, it doesn't guarantee freedom to lie, and if you are publicly lying then your lie is regulated by the administrative and criminal codes - slander, deception, misrepresentation, insults based on skin color, sexual orientation and so on might get your ass charged. Twitter, like any other social network, has every right to deprive you of the ability to speak if you lie endlessly, if you endlessly incite hatred towards one or another person, race, country and so on. If you don't agree with their policy, you can either go to court and prove their wrongs or simply deactivate your account and don't use that social network.

you can lie to your friends or wherever with no issues but you can’t lie on official forms, official communication, to police etc.

Unless you count as entertainment which is the loophole some news networks take

You're missing the point, it is about censorship of opposing views not about fact checking lies on undeniable facts

Censorship is what Putin is doing here, do you know that legally Twitter is not available in Russia and we have to use VPN? Same story with RT in Europe - it license was revoked and they are not available in Europe anymore so Twitter have to follow European regulators
