That's how co-owns work, to pass a half to a third team it requires consent of both teams... but if Cagliari has an offer with them then they have the backing to make a counter bid, hopefully it will drive up the Naingollan's price or Cagliari buys Roma's half then sell to an EPL club and Roma lose their best mid.
