Did Serie A change that rule this season or am I wrong?

I think last year they were following the rule to the letter hence the many many ridiculous penalties. Rizzoli has said they're not going to give them out this year if the defender is really close to the ball/the arm can't be retracted, which is why the Bonucci handball vs Samp wasn't given.
